Firstly, it could very much be possible that the developers weren’t able to strike a deal with the original actor, Tom Hiddleston, which prevented them from using his face for the skin. Simply partnering with Marvel might not be enough for this, as there is a possibility that the actor’s contract wouldn’t cover these aspects to begin with. Additionally, it is crucial to note that other Marvel skins in Fortnite have similar generic character models as well, so it isn’t really surprising to see the character lacking Hiddelston’s face.

In fact, several players highlighted that this Loki skin is actually quite similar to the one that was revealed previously, with the old skin coming as part of the Fortnite Crew Pack that was released back in July 2021. However, as a few fans noted, the facial features look more pronounced in the new skin since the Crew Pack version had quite a significant part of his face hidden with his helmet.
